For a regular Canadian passport application submitted in Canada, a guarantor must independently meet Passport Canada's requirements. A Notary Public does not automatically qualify to act as your regular passport guarantor simply because they are a Notary Public. A regular guarantor must meet the applicable eligibility requirements, including generally having known the applicant for at least two years, and cannot charge for acting as guarantor.

Important:

• Royal Seal Notary Public does not provide a paid regular passport guarantor service.
• For regular Canadian passport applications, the guarantor must independently meet Passport Canada's requirements and cannot charge for performing guarantor duties.
• If you cannot find an eligible guarantor, Passport Canada may provide a Statutory Declaration in Lieu of Guarantor form. This form is not available for general download and must be obtained from Passport Canada.
• In Canada, a Notary Public, Justice of the Peace, or Commissioner for Oaths may administer the oath or solemn affirmation for the Statutory Declaration in Lieu of Guarantor.
• When the statutory declaration process is used, the signing official may also be required to sign and date photocopies of supporting identification documents as directed by Passport Canada.
• We do not determine passport eligibility or guarantee approval of a passport or travel document application.
• Requirements may vary depending on whether the application is for an adult passport, child passport, certificate of identity, refugee travel document, or another travel document.
